How many people or events this affects in a defined period (e.g. users per quarter). Use a real count, not a vibe.

Impact

How much it moves the needle per person, on a fixed scale: 3 massive, 2 high, 1 medium, 0.5 low, 0.25 minimal.

Confidence

A percentage discount for uncertainty. 100% = strong data, 80% = some evidence, 50% = an educated guess.

Effort
